This document
constitutes an invitation that is being specially addressed
to you on the occasion of the 34th
Baie-des-Chaleurs Auto Rally, taking place on June 30th
to July 2nd 2011. Being the coordinator, I
will have the pleasure of working for you and with you
during this long weekend. The organization is going to great
lengths to ensure that the fame acquired over the years by
the rally, is kept intact.
We are looking
forward to meeting you, and we wish you a very successful
pre-rally preparation.

1. JURIDICTION
The
Baie-des-Chaleurs Rally will be held under the Rally General
Competition Rules of CARS as well as the National Rally
Regulations of CARS

2. NAME OF THE
EVENT
The official name of
this rally is "North-American Auto Rally of the
Baie-des-Chaleurs" (known as Baie-des-Chaleurs Rally)

the rally (400 km approx.) will count for the following
championships (driver, codriver and manufacturers ):

Saturday’s stage will count only for Rallye CRAB

organization reserves the right to modify this schedule.
However all competitors will be given advance notice.

7. STAGE TYPE
The rally will be
composed of special stages (13 approx.) and transits. The
total distance will be about 400 km with approximately 200km
(approx.) of special stages. 100% of the Special stages will
take place on gravel roads. The transits will take place on
mixed roads.
It is important to
note that the Rallye Baie-des-Chaleurs will be preparing its
route book (See CARS, NRR, article III, C, 9, d, ii) and
that the arrow system will once more be displayed along the
rally route to guide the teams who will not be doing the
Recce.
8. REGISTRATION
Entries (completed
form and payment) will be accepted until July 1st,
2011 at 14h00. We will be accepting a maximum of 60
vehicles. If there are more than 60 entries, a list of the
forms and registration fees will be created in order of
reception. If you want to participate in the seeded draw,
the entries must be received before June 22nd. To
take advantage of media exposure during the press conference
and on the Web site, send in your registration before
Tuesday, May 31st.
No licences will be
issued at the event.
9. ENTRY FEES
Canadian Rally
Championship (CRC)
850 $ cdn
Rally CRAB
550 $ cdn
For all payments
received after June 22nd, please add the amount
of 300 $ to the above mentioned fees.
These amounts
include new timing equipment fees (RSO) and a CARS levy for
the $5 million public liability and public damage insurance
coverage for the stages. Foreign teams should ensure that
they have medical insurance coverage for both team members
and their service crew as CARS insurance does not provide
primary medical coverage.
Each entry includes
a route book, a service book and a copy of the odometer
check which will be distributed at registration during the
verification of the documents. 2 banquet tickets will be
alloted for each team and will be available on the Saturday
between 8h00 and 15h00, at Headquarters (ask for Anne Piley).
Additional banquet tickets will be available for $25.
Two “Service”
sticker will be given to each team, at the entrance of the
parking. The stickers may be put on any two vehicles of your
choice (Only service trailer will not count as vehicule).
This will give access to the headquarters parking.
Payment will be made
by CASH MONEY, CHEQUE or MONEY ORDER - to the order of «
Rallye Baie-des-Chaleurs » and dated no later than Wednesday
June 22nd, 2011.
A discount of 50 $
CDN will be given to each team (driver AND codriver) who is
participating in the Rallye Baie-des-Chaleurs for the first
time in 5 years.

All registration
fees will be refunded upon withdrawal if announced prior to
Wednesday, June 29th, at 18h00. NO REFUNDS will
be available after this date and time.
10. AWARDS
The list of trophies
and awards will be posted at the opening of registration.
Special awards will be awarded to the team:
· displaying
the best spirit during the rally;
· to the
best prepared team at the registration;
· … and at
the scrutineering;
· the best
Novice team of the National Rally and a set of Yokohama
tires.
A minimum of $ 3
500, of trophies and awards, will be given to the
competitors according to their overall position.
The award system
will be: the 3 first teams of each class of each "sponsored"
special stages will receive a financial award.
However, at least
one member of the team receiving an award or a trophy must
be present at the banquet in order to be eligible to receive
the prize.
11. DOCUMENTATION
You must complete
and sign:
a) Rally
registration form
b) Rally waiver
c) The log book must be presented during the time of
scrutineering.
12.
ELIGIBILITY
According to the
regulations of CARS, a verification on vehicle eligibility
could be done at scrutineering, during the event and post
rally.
The vehicles will be
classed in accordance with the CARS National Rally
Regulations. The competitors must have valid license and
respect all rules and regulations.
13. TIMING & CHICANE
The Rallye
Baie-des-Chaleurs will use the new timing system suggested
by CARS (See CARS, NRR, V, E). Ties will not be broken.
The installation of
chicanes on the course is possible (See CARS, NRR, III, E).
14. PUBLICITY
All vehicles must
carry numbers, windshield decals, door panels and stickers
provided by CARS and the committee. The organization's
publicity will be advertised on the vehicle in strategic
places.
15. SERVICE
The service book
will allow the planning of service. It will include the
Rally route and maps, itineraries between each service area,
a chart of the distance covered by the vehicle and the
distance covered during special stages before service or
refuelling, plus necessary maps. You will also find
indications for nearby supply facilities. The distance
between each service will not exceed 120km. All service will
be done at the permitted area mentioned in the service book.
Each team must have a plastic tarp underneath the rally car
during service.
16. MODIFICATION
(if necessary)
Before the start of
the rally and any subsequent leg, any modification will be
posted on the official board and will have to be signed by a
steward. After the start of any leg, any modification will
be posted at a control and competitors will have to sign
that they have received notification.
17.
PARC FERMÉ
All vehicles having
successfully passed scrutineering are to remain in the PARC
FERMÉ until the start of their Leg (see Schedule, point 6).
All vehicles having completed the Rally are to remain in the
PARC FERMÉ until the authorization is given by the stewards.
Each team must designate one of its members to remain at the
edge of the PARC FERMÉ in case of a post-rally scrutineering.
18. PARC EXPOSÉ
All competitors
still in the Rally after the first leg must enter the « PARC
EXPOSÉ » for the night. Repairs will be authorized inside
the PARC EXPOSÉ. If a team, for any reason at all wishes to
exit its vehicle from the park, before Saturday July 3,
2010, at 7h00 a fine of $100 will be applied.
Refueling to be
done on Saturday morning after the opening of Parc Exposé
and before the start of leg B.
19. RECCE
A – Registration and
schedule: see point 6.D.1
If a team is seen on the rally roads outside of the
scheduled Recce time, the team will be excluded without
appeal
B – Speed : During
the Recce, the maximum speed on any stage road is 60kph or
less if otherwise indicated. The maximum speed on transit
roads shall be the posted limit. Please note that stage
roads will be accessible to residents, rally volunteers,
the rally road crew and forestry truck drivers.
C – Check up and
Control: The organization reserves the right to have control
points during Recce. If infractions occur, the penalties
will be the following:
1st: Fine of 100$
2nd:Exclusion from rally without appeal.
Fines must be paid before the start of the rally…
D – Card: A Recce
card will be handed out at registration. It is mandatory
for the competitor to be in possession of this card in order
to gain access to the special stage during the Recce. This
card will be signed by the marshal.
E- Identification:
The organization will supply a numbered sticker that must be
affixed on the co-driver`s window.
F- Cars: During the
Recce, the competitors cannot use their rally car. The roads
are open to normal traffic and will be accessible to the
general public.
G – Transits: The
teams will be authorized to travel a maximum of two (2)
times for each special stage (distinct) during the Recce.
Teams are forbidden to travel in the opposite direction of
the rally for the special stage unless authorized by the
organization or the police.
20.
MISCELLANEOUS
A - The fuelling of
the vehicles will be done in a specific refuelling area,
annexed to the service zone.
B – The official
time of the Rallye Baie-des-Chaleurs will be posted at the
headquarters.
